Natural Erosion is not much of a concern around our area because the
ground tends to be extremely hard. The times when erosion becomes
a concern is when we start manipulating the earth, like building a level
pad on the side of a hill. In instances where the ground is back
filled, it is much more prone to erosion when we get heavy rain. So both
the County, and the town of Wickenburg have hillside ordinances, that
restrict what you can do. The Rule For Maricopa County I have not seen an specific rule, just be aware that if water is going to be potentially diverted to any great extent then the county might require an engineered site plan or drainage plan. But they will require a permit for just about any dirt moving. Click Here for the regulations The way I understand it for Yavapai County is that like Maricopa you need a permit for any major dirt moving, and if the quantity of dirt moved is significant then you need an engineers plan.
